Fail closed when the CEO role is requested with the low-context model class, keep frontier CEO and every existing seat available, preserve evaluations/latest/ceo-codex.yaml as the re-enable evidence contract, and document the model-class boundary. Evidence: agent-compose issue 100 scored the OSS CEO role 1/8 while frontier scored 8/8.
