Parent rollout: coilysiren/inbox#246

This repository is the one row split out of coilyco-bridge/agentic-os-kai#30 because Ward currently collides same-basename additional repositories (ward#1526). The first carrier, coilysiren/inbox#247, also hit the split-stack tracker-authority bug in ward#1519, so the work is carried here on an unambiguous Forgejo owner.

Create .github/CODEOWNERS with:

# Default reviewer for all changes.
* @coilysiren

Follow this repository AGENTS.md, commit intentionally, push the Forgejo-canonical default branch, and record the commit here. Do not change branch protection or required-review settings.
