HOLD - do not start without checking with Kai first. Undecided between this (fix dispatch) and coilysiren/coily#212 (retire dispatch wholesale). Picking either one moots the other. Ask before picking up.

Discovered while smoke-testing the new repo-recall autonomous-dispatch flow (coilysiren/repo-recall recall_dispatch_*). coily dispatch is broken for reasons not yet diagnosed - filed so it doesn't get lost. Repro: try coily dispatch coilysiren/repo-recall#92 against any real open issue and capture the failure mode.
